6 days a week I eat 5-6 meals of this strict 40/40/20 diet each week. Is one day of just 3 meals bad???

Depends on the person. Everyone is different. I would stick to one cheat meal, not an entire day, and have that cheat meal on a Cardio or a Leg day. Something that will put it to good use. You can try it your way, and it might work, but I think you might see more fat gain.

In the past I did an entire cheat day once a week on my off day. It worked for me. But as StrongEnough? states, it depends on the person. Log the results for a few weeks, and if you see something negative, change what you're doing.

Was he talking about cheat meals?

I think he's just talking about 1 day out of the week having 3 meals instead of his normal 6, not necessarily cheat meals.
