I think my Chest (speacily upper chest) is lagging bad .. from the front it looks ok,But from the side my abs are in front ...
Now i hardly have fat im skinny with fully visible abs
anyone has this or dealt with this before ?

You need to hit your upper body, not just chest, but overall. Do a few sets of flat presses and some inclines, and don't neglect the shoulders which tie into the chest muscle. Do some shoulder presses as well as lateral and front raises. If you hit the front, you have to hit the back. Do some pulldowns and rows and rear delt work too.
CHEST
Flat 3 x 8
Incline 3 x 8
Incline Flys 3 x 10
SHOULDERS
Presses 3 x 8
Lateral Raises 3 x 10
Front Raises 3 x 10
BACK
Pulldowns 3 x 8
T Bar Rows 3 x 8
Rear Delt Mach 3 x 10
Now this is basic, but it should get you on the right track. If you can get more than 8 reps go heavier, if you can't get 8, go lighter. The key is progressive overload.
