perm chest hair removal

I have been waxing/shaving my chest for the past year and it is nothing pretty to look at. the waxing lasts one week and starts to grow back with tons of ingrown hairs (2 hairs coming out of one pore a lot...) i was wondering what ways I can get hair permenantly removed on my chest and the approximate costs and if these ingrown hairs will cease? ive been having this trouble for most of my life and hate having hair on my chest!

I have a friend who recently had her bikini line removed permanently with laser treatment. That was over a year ago, and the hair still hasn't grown back. It's quite expensive (3 appointments for about $500 Canadian) and not guaranteed, but when you consider your costs of waxing/shaving/bleaching/whatever, and the hassle of repeatedly doing those procedures, then it might be worthwhile to you.
