i have a female freind she is 4'9 at 140 pounds and she wants to lose weight,how much cardio should she be doing a day,and how many days a week should she be doing it,thanks for ur info

Need a bit more info that that. What is she doing for lifting and cardio now, what is her diet like? How much weight does she want to lose, and whats her lean mass and bf% ?

if she's in good health, she should be working out with a good personal trainer lifting weights for at least 3 days a week, and doing cardio on her own for 45 minutes to an hour the other 3 days.
how old is she?
