Measuring chest of bust heavy women

This is probably a silly question(so please be gentle), but for bust heavy women, when measuring the chest, would this be measured around the nipple line, with or without a bra? It can make a difference when the girls don't stand at attention. lol Thanks

p.s. This is to determine my starting chest size for stat measurements on progress blogs(not for a bra fitting) if that helps. :)

I'd measure around the largest part of the bust- whatever that might be (nipples or not ;)

Measure without a bra around the widest part of your boobs and then measure the ribcage.

There is a little formula thing to figure out your bra size but I don't remember it and I'm too lazy to look it up.

I'd measure with a bra, over the area where the nipples are. Use the same bra each time (or a similar bra) and you will get consistent results (which is what you want).
