On this bar there are rotating handles, is it a good thing ?

A rotating grip like that would make it significantly harder to hold on to. Frankly, I can't think of any reason somebody would want a design like this.
Such 'open' designs can switch more of the weight to the legs instead of the back, but hitting the lower back hard is kind of the point of deadlifting. Unless you have some specific reason to want a bar like this (such as to use it for leg workouts if you don't have a rack for squatting), I'd stick to a conventional bar.

yeh, the design will take the load of the lwr back & more on hips, legs while maintain the same on traps. ok if u have lwr back issues. the rotating handles? thats a strange one. maybe they wanna keep their hands soft so they dont slide across the grips.

I think this thing would be neat for hack squats...I had to stop thsoe cause they scraped the hell out of my calves. Wouldnt pay for it though, would prolly build my own.

yeah it would be like a combo hack squat but working traps as well.
