Thinking about buying this equipment from someone on craigslist - "Voit 963 HF Pro Series Freeweight Gym". Is it worth anything? What is the most I should spend if it is worth anything? Can I do quality squats on this?

It's junk.

I'd strongly suggest you keep looking for a power rack, bench and Olympic set.
