congrats on your fat loss, you definitely made some good progress. One thing you should know off the bat is that you can't "spot" reduce. you can't just lose fat in one certain place, your body will shed fat all over. What goes first and what goes last is all going to depend on your body and genetics. Keep on your diet and as long as you are seeing fat loss, you will eventually have those toned arms and abs you are looking for.

This is true, and I am not debating what was said, but I would just like to add that if you start building muscle you will burn more calories. The more muscle you have the more calories you burn (even when your just sitting on the couch). Also adding muscle will cause you to look better even before you are done with your fat loss.

Great progress so far!
If you are wanting to "tone up", this is a matter of having enough muscle mass to support the look. In your case, you would probably benefit from a recomp (gain lean mass while still trying to reducing body fat) since you're new to lifting. To do this you'd eat at your maintenance level and lift heavy at least 3 times a week. I'd recommend you check out these threads...

Start tracking, weighing, and measuring all your foods. Fat loss comes down to calories, you can eat clean all you want but if you're eating above your maintenance you won't lose.
