All weightlifting can promote weight loss. Anything can promote weight loss if it causes you to use energy (calories).

bulk will depend on your food intake, not the lifting, bulking is a result of eating over maintenance!
Lifting is the greatest way of losing weight, male or female!

The heavier you lift the more fat you convert into muscle. As the rest said it depends on how you eat.

This is completely false. Fat and muscle are completely independent of one another.

I dont think he means lipids are turning into proteins and amino acids I think he means you will lose fat and gain muscle
But then again, he may mean exactly that and be completely false :)

Lifting heavy is a must weather you're cutting or bulking. When cutting, you're eating in a deficit, and you want to work that muscle as hard as possible. You got that muscle benching 305...so when you're cutting, continue to bench 305, or as close to that as you can, SOME strength loss is inevitable on a cut. But all that high rep low weight bs...haha!!! Smh... Lifting heavy on a cut tells your body "we need this muscle fiber, hold onto it at all costs" with adequate protein and calorie intake you should be golden. Now on the bulking side, like it's been said, this depends on your caloric intake. But the heavier you lift, the more you break down that muscle, and with increased caloric intake, you rebuild and repair bigger. Either way heavy lifting is essential. And turning fat into muscle...I seriously lol everytime I hear that phrase! Recomping is one thing but "turning Fat into muscle" thats hilarious

It's debatable whether or not you can do both at the same time to some degree. But the general consensus is to either focus on one or the other. But yes, lifting heavy weight will promote fat loss with a good calorie deficit.
