i've read about doing shock workouts for all muscles and they don't make sense to me. say you're training your legs...is one very intense workout supposed to make your legs break outta a rut and start growing again? there was an issue of flex months ago that contained shock workouts for each muscle. it seems stupid to me...why not just train with high intensity all the time?

Remember that all those magazines are glorified sales brochures for their advertisers' products. The article content is only there to make you buy the mag/renew your subscription and to push supplements made by their advertisers. They constantly re-hash content after slapping a new coat of paint on the old article, to make it exciting/different/new, but underneath it's the same old ****.

because muscles tend to adapt to a workout
also if you mean high intensity like Heavy Duty
maybe because your trying to improve performance
