Hello, I am new on this site. I basically want to go from 24% of body fat to 16%.
How long will it take me.
What should be my diet and training?
Right now I eat 5 meals a day, have about 1100 cal a day
I train everyday, lift weights 5 days for 30 mins and cardio everyday for 30 mins.
I do upper body one day and lower the next...
I started training and the diet 10 days ago. I don't know what to expect....
Any advice, bring them on please!

Hi and welcome :)
Personally i am not sure how quickly you will reach your goal on reducing your body fat %.
But i definately think you need to re-evaluate your calories they are far too low to sustain your current workout program.
Please take a look at the sticky Calculating Calorie Needs and Macronutrients in the Nutrition and Supplement sub forum. To help you to get on the correct path for your calorie requirements.

I was told at one point that the less you eat, the more you workout the more fat loss/weight loss you will lose?

Changing your bodyfat % is not just about losing scale weight(fat). You need to develop lean mass, too. Going overboard with calorie restriction is going to prevent you from doing so.
OP is 5'3", 123, and she says she is at 24% bodyfat (who knows without full body pics). Personally, I would eat at about 1600 cals (or whatever is maintenance for her), get at least 120 g protein a day, and start a proven, progressive weight lifting program and change my bodyfat percentage by building some muscle and leaning out. But that's me:)
Good luck OP!

I definitelt got it wrong then, i thought that eating less but more protein food would help.

Well you are not eating enough, minimum at your height/weight should be 1600 calories. Since you are new to weight training, you will be able to gain muscle while losing fat if you eat enough - this is called newbie gains. But you will need a solid diet and training routine - heavy weights, and an adequate amount of protein/fats/calories. You can read the stickies, or you can also go to my website and see if it can help you www.hotnfit.com

Not sure where you got that idea, unless it was something like the PSMF diet which you DO NOT need to do.
I agree with the other posters regarding diet. Find you cal maintenance and adjust for fat loss there and a good training program. You'll be amazed by the changes in your body.
A lot of ladies like the "New Rules of Lifting for Women (lift like a man, look like a goddess)". That would be a great place for you to start. If you can't get the book, this is just as good.
