Keep in mind how much weight you are going to be lifting. A full set of bumpers plus a decent bar will be plenty. I mainly use the bumpers and add 10's and such in metal without any harm.
You also wont be dropping the bar nowhere near as often as you think you will be. if you are just starting out of course there will be all sorts of stumbles but not with tons of weight on the bar.
Alot of stuff will be assistance work. You dont need to drop the weight every rep so you can save yourself some money and get a decent bar. I have a pendlay econ bar that i have been using for about 4 years now and i use it for everything. It works great.
I basically do some o lifts , squats, deads, bench, similar to what you do.
You can always add more plates on an as needed basis.
Just get a regular squat rack because you can use it for everything.
I have bought plates from both muscledriver and wright and they are both great companies to work with.

what exactly do you need the bumpers for? if you're running a private gym, and the bumpers will get a lot of use, you may want to opt for some quality weights. if you're using them for personal use and non-competition training, budget econo bumpers will get the job done. personally i'd cut costs on bumpers and get a quality bar that will last a lifetime. then again i don't train for competition purposes and don't need precision bumper plates.
i recently received my order of economy troy bumpers from kettlebellking.com. so far so good, and the price was best i've seen.

ill need atleast 300+lbs for squats. I want to learn oly lifts soon. clean/Jerk.

Just get a regular squat rack because you can use it for everything.
I guess I don't know what other equipment you currently have, but I will concur w/ crupiea's recommendation for a squat rack/power rack. If you are doing squats or bench, the rack will provide safety in the event you fail on the lift (assuming you set the safeties correctly). This is especially important if you are lifting alone. The racks you are looking at won't provide that safety factor.
Granted, with bumpers you could drop the weights on a failed lift, but on a squat the weights could drop in a weird position causing injury and a failed bench press is just going to end up on your chest. I lift alone in my basement and I know my power rack has saved me more than once.
