Hello, Yes I am new to this, but I have been reading up on the forums, and get mixed information.
Here is a little about myself: I'm 5'1 tall, 141 pounds GOAL weight 118, my problem is mainly the mid area, Ive been trying to lift weights, legs are starting to lose cellulite. Could I get some help with how many calories I should have, and work out plan, meal plan. I work in an office, so sitting alot, at times working crazy hours.

All the questions you're asking are answered in the sticky posts. Check them out and run the calculations for calories. It's pretty straightforward.

Because I'm so short, and look like a chunky monkey.lol I would be satisfied at 120.

Im assuming u want 118lbs with "looks" in mind. Throw out the weight book. Literally - if looks are ur goal then do not care what u weigh. I say this, because one of best ways to lose fat, and keep it off -- is lifting weights and building muscle. Lifting weights can burn more calories than cardio....and keep burning them throughout the day. More muscle = more calories burned....even sitting there doing nothing = better weight maintaince. However, muscle weighs more than fat.....so while u may lose inches off waist, drop dress sizes, etc.... u may only lose a few lbs. (i.e. u lost 10lbs of fat, but put on 6lbs muscle -- which is more condensed).

Point being - its great to have goals and a target....but dont get hung up on weight. While freakishly odd....who cares if u weighed 300lbs but had eva longorias body? And dont worry about "bulking up" from lifting weights....wont happen to you; its a common myth that needs to stop.

With that said....ill let u read the stickys, but here are some pointers real quick.

-eat 5-6 small meals a day
- drink lots of water
- eat high protein, mid carb, low fat
- Since ur at the office, sometimes long hours.....im assuming gym time is hard to come by. Thus - take frequent tiny breaks and walk to the water bubbler. Do some push-ups once in awhile. Stand and stretch. Use a hand grip, or extremely....sit on medicine ball. Keep healthy snakcs by ur desk...find some motivational pictures or sayings and post them. Skip the gym and run when u get home or if u can afford to invest....lookinto P90X; does wonders.
