I have read multiple articles that suggest I not eat (specifically carbs) before doing my cardio in the morning.
What about doing my weight training later on in the day?
Should I eat an hour before even though I want to lose body fat?

Many ppl dont suggest eating before cardio but u still can. Losing weight has to do w/ calorie deficit. If your body requires 2700 calories daily to maintain.....eating 2200 calories will lead to a loss of weight.
Furthermore you always want to have a high carb meal prior to working out if you want good results in the gym..and high protein after.

Also based on ur avi u seem very lean i woudln't suggest cutting u wont be happy w/ how small u get

Losing body fat is all about getting in the right amount of daily calories...not what time you choose to eat.
I train later in day so I have a good portion of meals under my belt. When I do cardio, it's later at night because I want my energy for my training 1st...it's personal choice.
