I have just bought an exercise bike to start doing some morning cardio.
i have been doing 20 mins, is this enough?
what would be a sufficent time to do first thing on an empty stomach for fat burning?

Is 20 mins enough for what? Enough to create a calorie deficit to drop fat? Enough to increase cycling speed or endurance? Enough to work up a little sweat before you shower?
What's the goal here?

Do you also do a weight routine or is this your only form of exercise?

you could 'sit on your booty' whilst fasted and it would be enough for 'fat burning'... ;)
Fat is always burnt by your body when you are in a fasted state...
So just cycling lightly for 20 mins in a 'fasted state' so you can 'burn fat' is not really doing to do much (bike especially so - which is low resistance and low impact training)... Doing such fasted will likely cause a reciprocal decrease in your energy expenditure over the rest of the day.
Cardio CAN help with weight loss - but you are better off eating first, and then flogging yourself ratty once to twice a week while you 'burn a stack of calories' instead of trying to 'burn fat' with lighter 'fasted cardio.
If you REALLY want to 'lose fat' => diet. ;)
