A potential client of mine has stress fractures in his shins confirmed by an MRI.
They are looking for corrective exercises and advice.
Should I just work on strengthening and the flexibility of his calves and tibilialis anterior and look at his running form>

I've had quite a bit of experience with shin splints, being a competitive distance runner and coach and if the stress fractures have been confirmed the only thing left is a decent amount of time off. A very helpful and soothing thing for after running with shin splints is to fill a dixie cup with water, and freeze it and then massage their shin with the ice (better than just a bag of ice.) Also absolutely no running on concrete its the worst thing some one could possibly run on and avoid tar as much as possible.

Check his footwear. If you are not qualified to do so, point him in the direction of someone who is.

That is where I would start. Get them started on myofasical release, ie foam rolling. Most runners are notoriously tight.
