I think it is all a matter of personal preference. I have seen studies saying HIIT is the best and other saying Low intesity is the best. Personally, I like Low intensity first thing in the morning and HIIT 3x a week later in the day. It is all how your body responds

HIIT helps with fat loss in your legs better than low intensity and also doesn't take nearly as long as low intensity sessions. But it eats into your recovery.
Lower intensity doesn't have much benefit other than burning calories.
And by the way, it doesn't matter if you do cardio fasted or not. Lipolysis is unaffected.
2-4 HIIT sessions of 10-20 intervals of 10-20 seconds each per week is optimal. Adding in low intensity cardio where possible will let you eat more or lose faster but that's about it.

Its to much of a broad question without being specific enough. How much fat is on your body now? How tight is your diet? Are you running "chemicals"? Are you running Growth? we would need ALOT more info before trying to help out. Now, me personally. I stick with stairs, no better cardio imo for bringing out your glutes on game day (this being said, assuming you train glutes). I'll start doing stairs 5xweek 16 weeks out, and adjust from there, its never been the same each time.
