one last thing...the lat pulldown pulley connects to the place where the weights go...there is a nut along with that bolt. what do you do with the nut?

another thing that i noticed is the weight stack does not fit all the way on the bumpers...there is about 4 inches separating

You use the nut to "lock" the bolt into position. This system allows you to adjust the "length" of the cable (which leads into the question in your next post). I'm guessing that you currently have the nut securely tightened against the base of the bolt, which is then fully tightened into the weight "carriage".
Loosen out the bolt a bit to provide extra length for the cable, then when you get the right length, tighten down the lock nut to the carriage.
Sounds like even this adjustment may leave your carriage hanging above the bumpers on the rods. Don't worry, the cables will "relax" in a few weeks and the carriage should sit on the bumpers.
At least this is how it worked for me.

just wanted to thank those who helped me. by the way, i love the power rack. it feels very sturdy. it was easy to put together...except i did have a little trouble with the pulley system because the directions are not the greatest.
the rack came delivered in very very good condition.
