Not sure about that, but we've been doing care packages for a few years now (not all the shipments are as huge as I would like, but the response has been amazing).

Basically, you call a base and find out when their next flight out to Central Command (CENTCOM) will be. You give them stuff, they search through it, they pack it and troops will get it. There are a couple forms to fill out but it is pretty easy. A lot of us have nothing to do but work out over there. (I havn't gone yet so I can't say *I* had nothing to do.. )

After all the good reviews I am going to be adding PW to my stack. Try to spread this deployment money around to companies with quality products who support the troops :)
