Hi all! I will give you a little background on myself. I am 37 years old and a college student, yes a college student. I will graduate next year with my associates in Criminal Justice. My career will be as a police officer. In Ky. we do not have an age limit (saying this because I do get ask that question alot) anyway, there are a series of test that I must pass in order to become a police officer. I use to run marathons, so the running I feel comfortable with. The one I need the most help with is that I must be able to lift 65% of my body weight. I need advice on how to get myself physically stronger. Also although I run, my upper muscles are not near where they should be. Any advice would be great and much appreciated!

Running marathons is a different type of muscle to the type we as bodybuilders wish to grow and build. Its the difference between the sprinter and the extreme stamina athlete.
I think you need to start low weight high reps sets - gradually increasing weight and dropping reps.
Start at say - 4 sets of 15 reps and aim to increase the weight each week by 1lb and drop a rep, until you reach 8 reps , then continue with the weight increases as you can.
