I need to tone my flabby arms fast!! as fast as possible...what is the best way to do this???

There is no miracle pill...you need to look at the whole picture, which includes nutrition, cardio, weights and rest.
If your arms are 'flabby; it's likely you are carrying a little extra fat. Since there is no such thing as 'spot-reduction' you need to get your overall bodyfat down to improve definition .
"tone ' refers to muscletension in a relaxed state..to achieve this you need to build muscle.
Train hard, eat smart !
Sample workout to target arms :

shoulders : - dumbbell front raises
- dumbbell laterals
- overhead press

biceps ; - alternate biceps curls
- barbell curl

triceps - 'skullcrushers
- rope pressdown
- overhead extension

- train arms 2 x week, but make sure give time for recovery between workouts
- drink tons of water
- stick to clean protein ( whey, egg whites, lean chicken, canned tuna )
- cut down on starchy carbs and processed food towwards later in the day when you tend to be less active
- eat small every 2-3 hours

When i want some definition i do something i call a burnout. I've also heard them called bicep suicides. They work well for me so try this

find the most weight u can do 10 times on seated preacher curl. Do it 10 times
reduce the weight by 10 pounds and do 10
reduce the weight agian by 10 and do 10 more
reduce the weight agian by 10 and do 10 more
now do the just he curl bar 35 times.
P.S. do these set continually don't rest in between any more time than it takes to change the weight.

Usally takes bout 2 or 3 weeks to see major changes for me at least.
