My current measurments are:

Height 5' 6"
Weight: 150lbs
Chest 39"
Navel 35"
Butt 41"

My aim is to loose weight (130?) and get toned.

I'm consuming around 2000 cals a day 60g of protein and 2 ECA's before work out.

I'm contemplating a split routine 4 days a week with the following rotation, half an hour of cardio and half an hour of weights:

Day 1 - chest, triceps,abs
Day 2 - back, shoulders, biceps, abs
Day 3 - quads, hams, calves, abs

I feel that my butt, thighs and stomach need the most attention, so should I do those more often?

Or would evenly distributing my body parts, put my whole body into growth/fat loss mode and make me loose more fat?

Blugrl...
First thing you have to do is to set an actual goal and give yourself a timeframe to do it in.. Losing weight is not a goal, that's just a wish.
Figure how much weight you want to lose, how much bf or inches you want to lose, and how long it will take you to get it done. Be realistic also.

Then you need to figure out how you are going to achieve that goal.

Split routines are fine. Don't worry about trying to concentrate on one area over another. Just get yourself started on a good workout routine. You can always fine tune things as you progress.

As far as your diet...I am not sure if you are consuming 60gm protein for the day or just before your workout. For a day it is way too low.

As Stef suggested...give us a rundown of your diet. That is usually the biggest culprit for someone not being able to lose body fat.
